Those additions can create friction because people become protective, innovation slows, and teams spend more time managing the internal response than contributing their best judgment to the work facing them.

Control therefore changes from a leadership response into an operating cost when the mechanism meant to reduce uncertainty increases the distance between work, decision, and responsibility.

Organizational complexity does not begin only in a chart. It can begin in the moment leaders respond to uncertainty by adding another layer of oversight, creating more coordination work before anyone has established whether that layer solves the condition itself.

Control becomes expensive when the response to pressure creates more internal work than operating protection can justify.
